Yet the pendulum may have swung too far. Behind dashboards and targeting promises, CTV still operates through opaque supply chains and <a href=\"https:\/\/www.streamingmedia.com\/Articles\/Editorial\/Short-Cuts\/Where-Streaming-Measurement-Isnt-Measuring-Up-165751.aspx?utm_source=related_articles&amp;utm_medium=gutenberg&amp;utm_campaign=editors_selection\" target=\"_blank\" rel=\"noopener\" title=\"why ctv measurement isn&#039;t measuring up\">questionable measurement<\/a>. It is time to consider rebalancing strategies around trust and transparency \u2014 not hype.<\/p>\n<p>The rise of streaming is undeniable. Audiences have moved to connected platforms, and CTV now accounts for more than one-third of total U.S. TV ad spend. But alongside innovation has come inefficiency and risk. According to <a href=\"https:\/\/www.pixalate.com\/blog\/q1-2025-connected-tv-ctv-device-market-share-report\" target=\"_blank\" rel=\"noopener\" title=\"pixalate ctv ad report 2025\">Pixalate<\/a>, nearly one in five CTV impressions in mid-2024 were invalid, costing advertisers more than $1 billion per quarter. Even legitimate campaigns suffer from poor visibility \u2014 only 30% of marketers report full transparency into where their CTV ads appear.\u00a0<\/p>\n<p>Compounding these challenges are identity and <a href=\"https:\/\/www.streamingmedia.com\/Articles\/Post\/Blog\/CTVs-Measurement-Revolution-Outcomes-as-the-Unifying-Force-171981.aspx?utm_source=related_articles&amp;utm_medium=gutenberg&amp;utm_campaign=editors_selection\" target=\"_blank\" rel=\"noopener\" title=\"ctv&#039;s measurement revolution\">measurement issues<\/a>. Truthset found that IP-based identifiers often misattribute households due to reassigned addresses and device switching, inflating reach and distorting frequency. The <a href=\"https:\/\/cimm-us.org\/\" target=\"_blank\" rel=\"noopener\" title=\"Coalition for Innovative Media Measurement (CIMM)\">Coalition for Innovative Media Measurement (CIMM)<\/a> echoed the concern, warning that proxy identifiers like IPs lead to \u201cinaccurate reach, low frequency control, and compromised measurement.\u201d<\/p>\n<p>Add it up, and the illusion of precision is costing brands. Once inefficiencies like invalid traffic and duplication are factored in, a $25 CTV CPM can effectively cost three times that. <a href=\"https:\/\/doubleverify.com\/\" target=\"_blank\" rel=\"noopener\" title=\"DoubleVerify\">DoubleVerify<\/a> has found that ads are still running while screens are off \u2014 ad dollars being spent to reach no one. These challenges do not apply to every CTV publisher or platform and many are investing heavily in transparency and validation.<\/p>\n<p>In contrast, traditional television \u2014 often dismissed as outdated \u2014 still offers stronger accountability. Spots are negotiated directly, logged transparently, measured independently, and measurement while challenged is at least often scrutinized by organizations like the Media Rating Council. When a commercial airs, it is traceable to a network, a program, and independent measurement of the audience estimate. Where CTV data flows are opaque, linear TV\u2019s transparency is a strength, not a relic or weakness.<\/p>\n<p>The point is not that CTV does not work \u2014 it is that it does not always work as cleanly as it is sold. Marketers can no longer afford to conflate <em>targeting<\/em> with <em>transparency<\/em>.\u00a0 Marketers should not abandon CTV, but they should rebalance strategies:<\/p>\n<ol>\n<li><strong>Re-Establish Television\u2019s Anchor Role.<\/strong> Treat linear as the baseline for reach and brand safety, complementing it with data-driven CTV extensions.<\/li>\n<li><strong>Execute Linear like Digital. <\/strong>Step back from legacy practices and modernize to pay for delivery, use data to inform the plan, and negotiate pricing \u2013 not the audience estimates.<\/li>\n<li><strong>Evaluate True Effectiveness, Not Just CPMs.<\/strong> Adjust ROI\/ROAS models for invalid traffic, frequency duplication, and identifier churn.<\/li>\n<li><strong>Demand Transparency.<\/strong> Require app-level disclosure, IVT auditing, and verified delivery for all CTV buys.<\/li>\n<li><strong>Hold Every Channel to the Same Standard.<\/strong> Whether linear, streaming, or digital, accountability and auditability should be non-negotiable.<\/li>\n<\/ol>\n<p>The smartest marketers harmonize the trust and reach of television with the <a href=\"https:\/\/www.streamingmedia.com\/Articles\/Post\/Blog\/Why-Addressable-Advertising-Must-Be-Built-Around-the-Viewer-170958.aspx\" target=\"_blank\" rel=\"noopener\" title=\"why addressable advertising must be built around the viewer\">addressability<\/a> and agility of CTV. The future of reaching an audience is across both linear and connected, but only one side is currently backed by decades of transparency.
